3. Country Relationship Manager Somalia

Project Duration: 24 months
The role
To build bridges between key stakeholders in the public and private sector space, conduit for applicable information and manage feedback on the operations of the project. Responsible for reviewing all policies and government regulations that apply to their industry and advising the implementing agent as appropriate and ensure the implementing agent understands the regulations and how government regulations will impact their business practices. He/She will specifically be responsible for: -
• Deliver complete list of stakeholders (key government figures and other stakeholders) with their contacts and interests they represent.
• Develop stakeholder engagement plan and facilitate execution of engagement plan with the goal of enabling policy development and legislation to support the development and growth of the DRIVE project.
• Procure access to key government figures/data and stakeholders as required by ZEP-RE – mainly target beneficiaries and possible aggregators in the value chain etc.
• Identifies strategies to engage stakeholders in public policy input, lobby campaigns and government relations.
• Leads ZEP-REs government affairs activities by establishing positive relationships with elected officials and civil servants for the purpose of the supporting the DRIVE programs in the respective country of appointment.
• Procure support for an efficient Flow of funds from WB to ZEP-RE to reduce bureaucracy and ensure timely remittance to beneficiaries. This will include identifying the key decision makers and convincing them to accept the proposal from World Bank for an efficient flow of funds.
• Support ZEP-RE country manager/Rep in coordinating DRIVE related activities including mobilization of partners- Insurance companies, NGOs, MFIs etc. as required to deliver project deliverables.
• Periodic reporting on country engagements related to DRIVE as per project governance structure.
• Support stakeholders in their own lobbying efforts through advice and by opening doors with elected officials and civil servants.
• Attend government meetings that relate to DRIVE project and track policy/legislation that is relevant to the co-operative/mutual sector.
• Writes briefs on initiatives for educational, promotional and policy development.
• Monitor news media and government sources for potential changes in regulatory and legislative areas to ensure ZEP-RE reacts effectively and advises other stakeholders of the resulting impact on their roles and functions.
• Perform other duties as will be assigned from time to time
The person
- The preferred candidate should have: -
• A Degree in public administration, Commerce, or law
• Demonstrable role experience, minimum 5 years
• Studies in government relations and political science will be an added advantage.
• An understanding of the government policy formulation in respect of smallholder livestock rearing among pastoralists groups will be key to this role.
• Strong communication skills
• Good investigative skills
• Be self-motivated and capable of working independently to meet deadlines.
• Have problem-solving skills
